Actually... I think everyone's out to get me!”— Vin
At some point prior to Jak II, Vin became an Underground informant as he worked as the foreman of the Strip Mine. He is rescued by Jak and Daxter when the Strip Mine came under attack by Metal Heads. After his rescue, Vin takes up residence at the Power Station and sends Jak and Daxter on various missions, such as destroying Metal Head Eggs and taking out Eco Tankers with turrets. When the Metal Heads invaded Haven City, the Power Station was overrun and Vin was supposedly killed though he managed to alert Jak that Kor was the one who sabotaged the city's shield.
It is revealed in Jak 3 that he 'dumped his brain into the Eco Grid' prior to his death, making him a "multi-layered hyper linking digi-memic-bio-construct-super-clocked-mega-memory construct". In plain English, he now exists as computer data without a physical body. He helps Jak and Daxter retrieve the cypher key to open the doors to the KG War Factory. Vin mentions that he is happier inside the computer system, saying "Those monsters (Metal Heads) can't get me in here. Or can they?"
Vin's most distinctive characteristic is his extreme paranoia, particularly towards Metal Heads; he is constantly twitchy and in a near-constant state of panic. In both Jak II and Jak 3, he makes several remarks to the effect of "everyone is out to get [him]". However, he loses this paranoia when it comes to his work, as he has a sense of pride in his skills and dislikes his expertise being questioned. Jak takes advantage of this in the second game, goading Vin into helping him restore power to an old elevator in one of the Palace's support towers by implying that he wasn't capable of it. He also is rather modest with his skills when Jak said he's a genius at what he does.
Vin is a thin and rather lanky man with lense like goggles for eye wear and brown overalls with a white shirt underneath and boots. He has white hair slicked back along with a hat on top.
Vin is extremely skilled with tasks related to power or computers. And as Daxter pointed out, he's a bad shot when it comes to firearms. After dumping his brain in the Eco Grid, Vin is now able to use the computer programs at a faster and stronger rate.
