Balloon Lurkers are seen at Misty Island, these large flying machines are created by Lurkers to fly over water in their way. Powered by the Lurkers' pedaling feet, these balloon contraptions are not very fast or agile compared to the A-Grav Zoomer. They have mines attached to the front and back of the vehicle, which they most likely can use to bombard villages. Another use is to turn the sea into a minefield, stopping the ability to fish.
It is most likely that these were planned to be used for the attack on Sandover Village.
[edit] How to defeat
The only way to defeat them is by exactly hitting the Soldier with the A-Grav Zoomer. Some, however, can only be hit by using ramps to gain air.

This machine is one of the first flying devices that the Lurkers create. It, along with the Zeppelin in Boggy Swamp, are the stepping stones for the evolution of Lurker technology that is seen in Jak II with the much more efficient Transport Balloon.
